Hangzhou ranks 30th among the world鈥檚 most congested cities according to a survey of 146 cities by TomTom, a Dutch company that makes navigation products.
TomTom鈥檚 annual rankings are based on GPS traffic data collected last year. The 146 cities each have a population of at least 800,000 people.
Istanbul tops the list with traffic jams that double the usual travel time and the city鈥檚 commuters spend about 125 hours stuck in traffic every year.
China has 22 cities on the list with Taipei, Chongqing, Tianjin and Beijing ranked 11th, 12th, 14th and 15th respectively.
The number of cars in downtown Hangzhou has increased from 1 million in March 2012 to 1.3 million now. Growth slowed after Hangzhou limited the number of car plates through a lottery and auction system.
To ease traffic jams, Hangzhou plans to build more expressways and subway lines. Metro Line 4 and Xiasha extension of Metro Line 1 are expected to open later this year. The 5.45-kilometer extension has three stations and will benefit more than 100,000 college students in the area. A large residential complex is under construction nearby.
Meanwhile, 15 kilometers of expressways will open to traffic.
The city will also add 46,000 parking spaces and 3,000 public bikes for commuters, officials said.
