THE Hangzhou Environmental Protection Bureau issued emissions quota cards to industrial companies. If a company uses up its quota, its discharge valves will be closed automatically.
The bureau said the new emission control method was inspired by pre-paid SIM cards for mobile phones. Companies need to swipe the cards to operate their discharge valves, which are connected to a smart meter.
When 80 percent of the quota is used, the meter will flash a warning and send a text message to the company’s general manager to remind him/her to adjust production. When 90 percent of the quota is used, the meter will alert environmental bureau authorities.
Thus far, 257 companies have received emission cards. Smaller enterprises in Yuhang and Xiaoshan districts will eventually be included. Forty-eight paper making factories in Fuyang, west of Hangzhou, are already using the cards.
Last year Hangzhou managed to cut industrial sewage by 35.38 million tons, down 8.28 percent from 2013.
The city government has spent 3.28 million yuan (US$533,000) helping factories install smart sewage flow meters. The Zhejiang provincial government also provided 19.33 million yuan to install flow meters in companies it owns.
