AS of the end of the second quarter, total assets surpassed 339 billion yuan (US$49.75 billion) at enterprises over a designated size in Hangzhou's creative industry, up 15.5 percent from the same period last year.

Revenue reached 89.19 billion yuan in the first half of the year, a 26.6-percent rise year-on-year. The creative industry is now a pillar industry in Hangzhou's economic development. It was worth 12.6 percent of the city's GDP growth.

Several supporting policies have helped the industry, including a special government fund that provides more than 150 million yuan to the industry every year. There are also preferential policies for tax, financing, land leasing and talent training.

In 2008, Hangzhou chose 10 industrial parks to be major platforms to develop the creative industry. A new group of such parks is now under construction. The "10+X" development pattern of the business is beginning to take shape.

Bright idea

Zhejiang is going to promote 8 million energy-saving light bulbs in the province, with 2.45 million alone in Hangzhou. From now until November, Zhejiang residents can buy the energy-saving bulbs at half price at more than 100 stores throughout the province. Each person can buy a maximum of 30 light bulbs. Companies can purchase an unlimited quantity at 30 percent off.

Suppose a family replaces 15 incandescent bulbs with energy-saving ones. The light bulbs will cost 180 yuan, but will lead to annual electricity bill savings of 518.4 yuan (US$76.11). Thus, the expense of the energy-saving bulbs can be recovered in only five months.

According to official statistics, lighting accounts for 12 percent of electricity consumption in China. If all incandescent lamps were replaced by energy-saving bulbs, power consumption would decrease by 48 billion kwh, or half the power generated by the Three Gorges Dam.

River improvement

Hangzhou initiated a river improvement project back in the 1980s. On August 31, the government announced they would evaluate the project between August and October. Residents will be invited to comment and give suggestions.

From 2003 to 2006, Hangzhou completed the construction of 18 channels measuring nearly 80 kilometers. From 2007 to 2009, 148 channels of about 326 kilometers have been improved, increasing green areas by 5.34 square kilometers. Overall investment reached 4.47 billion yuan.

A new project in 2010 will focus on water quality, pedestrian paths along waterfronts and green areas. Construction is planned to be accomplished before National Day on October 1.
