Fireworks bans

INDIVIDUALS who set off fireworks inside forbidden areas in the city will be fined up to 500 yuan (US$72.50) as this Chinese New Year, a high season for fireworks, will be the first after Hangzhou announced new regula­tions in October.

Fireworks are banned in the districts of Shangcheng, Xiacheng, Jianggan (including Xiasha), Gong­shu, Xihu and Binjiang.

And in Xiaoshan, Yuhang, Fuyang, Tonglu, Chun’an, Jiande and Lin’an, fireworks can be set off in the limited area set by the local government.

Wholesalers and retailers must be authorized by the local government.

In Chun’an, the number of retailers has been cut to 54 from 896 .

People are also banned from stay­ing overnight in fireworks shops or storing other goods there.

Fireworks can only be set off in rural areas, although they are banned from near forests, said Zhang Hui, director of the Chun’an Safety Supervision Bureau.

Illegal wholesalers will be fined 20,000 yuan to 100,000 yuan, and unlicensed retailers will be fined up to 30,000 yuan.

Areward of up to 10,000 yuan is on offer for anyone who reports a violation, if it is proven.

Informants can dial 110 to report illegal setting off of fireworks and 12350 for illegal selling.
