Foreign workers
NEARLY 3,000 foreigners have received work permits from the Hangzhou Labor and Social Security Bureau from January to November.
Since December 1, Hangzhou has adopted a new procedure for foreigners to apply for employment in the city.
The Hangzhou Labor and Social Security Bureau now considers multiple factors, such as job position, working experience, education and company background, when processing job applications from foreigners.
Top 10 innovators
Lin'an government recently announced the top 10 innovative professionals in the city and awarded each of them 60,000 yuan (US$9,013).
The award, conferred every three years since 1994, is intended to stimulate the city's industrial transformation. A total of 43 accomplished professionals in agriculture, forestry, education, culture and health care sectors have received the award.
In addition to a cash award, the recipients will enjoy free health examinations and a short stay in a resort provided by the city.
Creative center
The Science and Technology Center of China Academy of Art was inaugurated recently in Zhijiang Cultural and Creative Park in Hangzhou. It claims to be the first national-level creative center run by a Chinese university.
The center is located on the site of a disused cement factory and it is aiming to become China's "Creative Valley" and to assist the economic development of Hangzhou, said Huang Kunming, Hangzhou's Party secretary.
Improvement plans
Hangzhou government will initiate a series of projects to improve public services next year, including adding at least 100 more kindergartens, city leaders said during a conference planning works for 2011.
The city's education plan for next year will focus on preschool education and vocational education as well as balancing education services in rural and urban areas.
Hangzhou's low-rent housing project has benefited families whose income is lower than 2.5 times the lowest income set by the government.
The government provided housing support for more than 100,000 low-income families by the end of June, accounting for 16 percent of all downtown families.
The municipal government started to receive applications from the public for 600 low-rent apartments this week. These apartments are located in Santang, Xiangbinzhiyue and Dingqiaolianhe residential areas. Families which qualify for buying budget housing but can't afford it can apply to rent the apartments. University graduates and entrepreneurs who have just started a business can also apply.
Packing a punch
The third World Shadowboxing Competition is currently taking place in Hangzhou until Sunday. The first event in 2001 and the second in 2005 were both held in Hainan Province, but now the biggest international shadowboxing festival has come to Hangzhou.
The competition is being held by the Martial Arts Management Center of General Administration of Sport, China Martial Arts Association and Zhejiang Sports Bureau. The entire event will offer various platforms for shadowboxing enthusiasts to communicate their skills and experiences.
Puppy power
The 2010 China Purebred Dog Club will hold its Hangzhou tournament this weekend in Hangzhou West Lake Stadium.
More than 300 dogs will participate in this event. During the two-day tournament, many contests such as hurdle races and walking shows will be presented to the audience.
Bicycle deaths
Hangzhou traffic police reported 138 serious electric bicycle accidents between January and October this year resulting in 146 deaths and 49 injuries. Taking statistics from the past two years into account, almost 14 traffic accidents involving electric bicycles occur each month and cause 14.68 deaths on average.
The electric bicycle is becoming more popular among Hangzhou citizens for its convenience and low price. By the end of October, there were more than 1.14 million electric bicycles in Hangzhou, and this figure keeps increasing by 15,000 per month.
