Fuyang reforms
Fuyang, a small city bordering Hangzhou, has become a new district of the provincial capital and is carrying out sweeping government reforms, said officials.
It has slashed administrative approvals from more than 7,800 in 2008 to around 2,000 now.
Approval procedures have been simplified, averaging five working days, and about 90 percent of applications can be processed on the spot. It now takes on average 60 days less to approve an investment project compared to 2013, said officials.
The paper industry, once a major contributor to Fuyang’s economy, has been consolidated from a peak of 460 paper mills to only 100 now to reduce water pollution. This year, 20 more mills will be phased out.
Fuyang authorities cleaned up more than 30 rivers and removed 3,800 tons of garbage. They sold pollution insurance to seven chemical companies, totaling 14.31 million yuan.
Efforts were made to develop tourism in the Yinhu Lake area and in the hometown of Sun Quan, the famed monarch of Wu Kingdom during the Three Kingdoms Period (AD 220-280).
Hangzhou Urban Planning Bureau invited experts from around the country to a symposium to seek advice on transforming Fuyang into a metropolitan district of Hangzhou.
Fuyang should strengthen ties with neighboring districts in industrial development, infrastructure, health care and household registry reform, said Gu Hao, chief planner of Construction Department of Zhejiang Province.
