Group renting rules

The Hangzhou government is seeking public opinion on a new regulation that limits the number of people living in a rented apartment. It also states that the per capita space of a rented apartment be no less than 4 square meters. The new rule is designed to eliminate group renting.

Group renting is a problem in the city as big groups of migrant workers often share one apartment. Such crowded conditions pose safety and health risks.

The regulation proposes that home owners are not allowed to change the original structure of the apartment, and that the kitchen, bathroom, balcony, storage room and garage cannot be rented for residence. Those who violate the regulation face a maximum fine of 100,000 yuan (US$16,111).
