Hangzhou - A leader in low-carbon living
RESPONDING to the climate change problem is now the No. 1 goal for the world's population, and Hangzhou is bound in its duty to do something.
In July this year, the Ministry of Commerce formally announced that Hangzhou was one of several cities in China to be designated a low-carbon industrial area and green central business district.
Last year, at the 15th meeting of the United Nations Framework Convention on Climate Change, Chinese government pledged to deal positively with the global climate change problem, promoting a low-carbon economy and energy-saving activities.
In order to speed up the accomplishment of its pledges and show responsibility by the Chinese government, a number of cities and provinces were chosen as leading examples of a low-carbon society.
As one of these leading cities, Hangzhou is making every effort to "build a low-carbon city and develop a recycling economy."
The leading cities will pioneer the "1+1" Low-carbon Lifestyle Model, which aims to establish a low-carbon demonstration zone with zero carbon emissions.
Hangzhou bills itself as the "cleanest city in China," adopting measures to become a low-carbon city, with its economy, construction, transportation and life in general all designed to be environmentally friendly.
Currently there are more than 140 companies in the city geared toward new energy, such as wind power, new types of battery and nuclear energy.
In 2009 the total sales of new energy/low-carbon business increased by more than 100 billion yuan (US$15 billion), of which 35 billion yuan was solar power, 30 billion yuan wind power and 18 billion yuan the new type of battery.
Hangzhou already excels in the solar power industry, as the city has many leading businesses involved in the production of solar power products.
Similarly, a number of Hangzhou businesses manufacture products involved in harnessing wind power.
In addition, there are many other companies in Hangzhou with interests in low-carbon business, and the city has many laboratories developing new technology for low-carbon business.
There are more than 200 financial institutions in Hangzhou that support the low-carbon industry, and more than 1 trillion yuan is ready to be invested in low-carbon industry.
In recent years, the Hangzhou government has spent more than 70 million yuan for a low-carbon fund to improve technology, and this year there is another 60 million yuan available.
An area of 10 square kilometers is being used as the low-carbon industry demonstration zone, of which 6 square kilometers are in Jiangdong area, and 4 square kilometers in Jiangbei area.
These zones will incorporate commercial offices, as well as areas for technological innovation, industry, logistics and storage.
It is reported that in 2009, the total output value of development zones reached 31.2 billion yuan.
The Hangzhou economic and technological development department pays great attention to new energy and low-carbon industry training and development.
According to "Hangzhou New Energy and Industrial Development Plan (2010-2015)," the city will become the core area for economic and technological development in low-carbon, new energy and solar power.
