Help for foreign-invested firms

THE annual Hangzhou Foreign-invested Enterprises Service Month is now in full swing as the city's government works to keep the economy healthy and developing at a sustainable pace.

The campaign has been held every August since 2004. Some new measures and activities will appear this year to provide foreign-invested enterprises with both better government service and investment environment.

To open the campaign, a policy consultation fair will be held to help foreign-invested enterprises in Hangzhou learn about the latest Chinese foreign trade policies and solve the difficulties they face. At the consultation fair, officials of related local government departments will answer questions and offer advice.

During the service month, the original QQ-based (an instant messenger) "Foreign-invested Enterprises Service Platform" that was established last year will be updated and expanded.

It will now include a new consultation and service platform that involves not only foreign-invested enterprises, but also enterprises in foreign trade and service outsourcing. It will create opportunities for enterprises to communicate, and the local government will also publish information on the latest policies. In addition, experts in various fields will be invited to work with these companies to help solve any problems through the online platform.

An official service outsourcing Twitter will be opened where service outsourcing polices and related news will be published. Through the Twitter, the local government will collect information, ideas and suggestions from companies, making efforts to promote Hangzhou's outsourcing enterprises to the world to improve their international influence and competitive power.

Local officials will visit Fortune Global 500 companies in Hangzhou to strengthen communication and improve service. For the 169 grand investment contracts - defined as investment of more than US$10 million - that were signed last year, local administrations will also visit these companies to learn the current status and difficulties. They will try to help them solve any production and management problems.

Grand projects that have not been confirmed will also be followed by the government, and efforts and services will be made to get these projects settled as early as possible. The local government will also organize foreign trade experts to visit foreign-invested enterprises and offer consultation services.

The Spouses Club will also hold more activities during the service month. The club comprises wives of executives at foreign-invested enterprises and administrative officials. It was formed to offer a platform of communication, discussion and study. With more activities organized, the local government hopes that in future the club will become an influential cultural organization in Hangzhou.

Foreign trade service messengers will be sent regularly to key foreign-invested enterprises in Hangzhou and they should take more responsibilities according to the need of companies. From now on, the messengers will establish effective communication and service between government and enterprises. They will provide face-to-face services for companies and establish a good image of local government.

During the service month, experts will also be invited to give lectures on China's foreign trade policies, labor relations, the latest laws and how to solve financing problems. A meeting of senior executives of foreign-invested businesses will be held during the month. Discussion will involves issues such as how to discover talents, how to establish a harmonious and stable workforce and how to establish a suitable salary structure to reduce management costs.

Hangzhou Customs statistics show that from January to May, the city's total value of imports and exports reached US$19.46 billion, an increase of 29.7 percent year on year. Exports climbed 29.1 percent in the period over last year to reach US$13 billion.

Some activities during the 'Service Month'

Hangzhou Tax Bureau: Various activities will be organized by the Tax Bureau during the service month. A 2010 tax booklet will be given to foreign-invested businesses. A forum involving all the permanent representative institutes of tax management will also be held to describe management structures, financial accounting methods and policy benefits.

Hangzhou Statistics Bureau: Consulting services on the development of Hangzhou economy and society will be offered by the Statistics Bureau during the service month. The consulting services will involve laws and regulations of statistics. The latest statistics will also be released.

Hangzhou Customs: Policy promotion services will be offered for key projects. Production and logistics companies involved in protective trade will be visited to regulate management and help them solve problems.

Hangzhou Public Security Bureau: During the service month, a special channel will be opened for high-end foreign professionals to apply for a "green card" in China. A series of consultations will also be held to answer the questions from companies.

Zhejiang branch of State Administration of Foreign Exchange: Booklets of exchange policies will be sent to foreign-invested enterprises to help them learn more about the policy and to reduce management costs. It encourages more foreign capital to be invested in Hangzhou while working to improve the industrial structure.
