It's a baby boom

MORE than 80,000 babies are expected to be born in Hangzhou this year, the most since 1989, family planning officials said.
The rise comes after the Chinese government modified the one-child policy in January to allow more couples to have a second child.
As of July 31, Hangzhou had received 15,531 applications from married couples for a second child. Of those, 14,513 were approved. The number of second babies born this year is expected to reach 7,000.
In the first half of this year, 33,930 babies were born, 4,654 more than the same period of last year or an increase of 15.9 percent.
“The surge in births will be felt in three years when the kids are old enough to go to kindergarten and then again in six years when they enroll in primary school,” said Li Min, a Hangzhou Health and Family Planning Commission official.
