Making major inroads in the outsourcing industry
HANGZHOU has jumped on board the central government's policy of promoting the outsourcing industry to create jobs and upgrade the economy. The 4th Hangzhou International Outsourcing Business Development Summit opens today.
In 2006, Hangzhou released a Three-Year Plan for Promoting the Development of Hangzhou Outsourcing Industry. The plan gave priority to software development, financial services and digital services. In 2009, Hangzhou has been given the title "National Model City for Outsourcing Industry" by the State Council.
There are obvious reasons for a city like Hangzhou to take such prompt action to develop the outsourcing industry. First, the sector relies on human resources, which Hangzhou has in plenty.
Hangzhou has 38 higher education institutions such as Zhejiang University. The institutions, with more than 400,000 students, provide 247 outsourcing-related majors and deliver an average of 18,000 graduates each year.
The establishment of the Hangzhou Institute of Service Engineering has also brought adequate engineering, design and language professionals to Hangzhou's outsourcing industry. There are currently over 200,000 IT professionals in Hangzhou. More than 45 percent of employees working in large-scale software companies are research and development staff.
Hangzhou also provides an excellent business environment for the outsourcing industry. Hangzhou has always adhered to the strategy of "attracting top professionals to create top ideas to help shape a top city."
In a World Bank ranking of the "Best Cities in China for Overall Investment Environment," Hangzhou has finished No. 1 for four consecutive years. Forbes has ranked Hangzhou as one of the "Best Commercial Cities in the Chinese Mainland" and No. 1 on its list of "Happiest Cities in China" for six consecutive years.
Moreover, Hangzhou has a strong industrial base to support the development of the outsourcing industry. Hangzhou has been titled China's Outsourcing Model City, National Software Industry Base, National Software Export Innovation Base, National Animation Industry Base and National Model Base of Digital Entertainment. Hangzhou is also a national model city in intellectual property rights protection and copyright protection.
Since transport between Shanghai and Hangzhou is becoming increasingly convenient, Hangzhou is also benefitting from its location to develop the outsourcing industry. Shanghai is building itself into an international finance center, which offers an opportunity for Hangzhou to develop its finance outsourcing. Hangzhou can make full use of its own advantages to speed up the development of finance support services and to accelerate building itself into an international finance outsourcing center.
Citigroup, HSBC, Bank of East Asia, Standard Chartered Bank and other banks have recently established their finance back-office delivery centers in Hangzhou.
From 2008, the Hangzhou government has been setting aside a special fund to support the outsourcing industry.
The amount of the fund has increased from 25 million yuan (US$3.93 million) in 2008 to 60 million yuan annually for 2010 and 2011.
With the fund, the government actively cultivates leading enterprises by establishing matching platforms for outsourcing service buyers and providers, organizing enterprises to participate in exhibitions at home and abroad.
On the other hand, the government makes great efforts to attract international outsourcing enterprises to the city. At present, quite a few of the world's top 500 companies, leading domestic outsourcing enterprises and top 100 growing enterprises have set up offices in Hangzhou.
At the same time, the government has been carrying out personnel training. Currently, Hangzhou has up to 38 training institutions. From 2007 to 2010, 65,427 people had been trained for the outsourcing industry.
