Medical insurance for all college students
ALL college students in Hangzhou will be covered by the Basic Medical Insurance for Urban Residents beginning in the new semester from September 1.
About 70 to 80 percent of their medical expenses can be reimbursed under the policy. There is no cap on the expense.
The new policy, which also covers privately run college students for the first time, will "make the 'all citizens covered by medical insurance' a reality in Hangzhou," says Zhang Jianhua, director of the Hangzhou Human Resources and Social Security Bureau.
Hangzhou now has 53 colleges and 415,100 students. International students are excluded. The new policy will also standardize coverage and premiums, which now vary from area to area.
Beginning in September, students only need to pay an annual premium of 30 yuan (US$4.30).
The current standard premium for public college students is 120 yuan. Given that many students' income is limited, the Hangzhou government subsidizes the other 90 yuan.
Students with serious financial problems can get free medical insurance.
Social fairness
"College students are a precious talent resource for the country. They are our hope and future," says Hangzhou Mayor Cai Qi. "If their health and medical treatment is not guaranteed, it will place a heavy burden on their families and will be a huge loss to society.
"The new policy will show social fairness, ease the financial pressure on families and certainly help to perfect the medical insurance system in China," says Mayor Cai.
Student should apply for the medical insurance from September 1 to October 15 every year at their colleges.
All the designated hospitals in the medical insurance system for urban residents are open to students. Some college clinics will also be included in the system.
The new policy will cover major serious diseases, hospitalization and outpatient services for certain diseases; visits to general outpatient clinics are not covered, for the time being.
"But the regulation will be improved soon depending on implementation of the new policy," says Zhang from the social security bureau.
