Income boost
Hangzhou Mayor Shao Zhanwei outlined goals to improve living standard during the 12th Five-Year Plan period (2011-2015) in a televised roundtable this week.
Per capita income will grow by 11 percent for urban residents and by 12 percent for rural residents during this period. Annual disposable income will exceed 50,000 yuan (US$7,606) for an urban resident and 23,000 yuan for a rural resident, Shao said.
From now until 2015, the Hangzhou government will provide nearly 20 million square meters of affordable housing to accommodate local residents.
The city will allocate 10 percent of development land each year to its affordable housing program, the mayor added.
Metro Line 1 will be put into operation by October 2012. The city's Metro network will reach 250 kilometers in length in five years. Shao said Hangzhou also planned to add 50,000 parking spaces in downtown districts and may launch school buses to reduce rush-hour congestion.
Eco museum
How would the Earth be affected by a global temperature rise of 2 degrees Celsius? Hangzhou Low Carbon Science and Technology Museum will tell you - and it's not good news.
It will be extremely hot and dry over huge areas of the planet, there will be catastrophic droughts and around 30 percent of animals will become extinct. Human beings will be faced with a survival crisis.
The museum in Hangzhou's Binjiang District is expected to be completed by the end of the year. It will include a special "Global Warming" exhibition room.
Visitors will be able to experience a virtual world showing the aftermath of temperature rises, rendered through high-tech displays, with digital images and simulations.
Besides the "Global Warming" room, there will be six other permanent exhibition rooms at the museum. These include: "Carbon Cycle," "Low Carbon City," "Low Carbon Science and Technology," "Low Carbon Life," "Low Carbon Future" and "Children's World."
Hangzhou Low Carbon Science and Technology Museum is set to have more than 100 display items, many of which will be interactive.
Mobile coverage
China Mobile will cover Hangzhou's core area around the West Lake with the 4G wireless broadband service by the end of this year.
The upgraded mobile network will allow a 4G service subscriber to download a file 10 times faster than the existing 3G network.
China has tested the 4G wireless service based on TD-LTE (time division-long-term evolution) in six cities including Hangzhou and Shanghai.
Leisure fair
The 4th Hangzhou International Outdoor & Leisure Fair will be one of the biggest such fairs in China, Hangzhou Vice Mayor Tong Guili said earlier this week.
The fair, to be held at Hangzhou Peace International Conference and Exhibition Center from March 13 to 16, will have 1,000 booths for 240 exhibitors. It is expected to attract 6,000 industry visitors, including 1,000 buyers from overseas.
Plaza blaze
A big fire at a 12-story department store under renovation in downtown Hangzhou was put out without casualties on Tuesday noon.
The fire broke out at around 12:12pm on the exterior scaffolding surrounding the GDA Plaza on Yan'an Road.
More than 140 firefighters and 20 fire trucks rushed to the scene and put out the fire at 12:55pm with no report of any casualties.
A billboard outside the building, part of the glass wall and a 30-square-meter meeting room on the fifth floor were damaged in the fire.
The blaze started when welders were cutting the billboard at the northeast exterior wall of the GDA Plaza, according to Yu Lei, who is responsible for the plaza renovation project.
The plaza, closed for the renovation, is next door to a five-star hotel and opposite a large department store in the central business area.
Road underpasses
To ease traffic congestion on Yan'an Road, Hangzhou plans to add seven underground passes for pedestrians to cross this busy main street.
The seven underpasses will be located at intersections with Guohuo Road, Jiefang Road, Youdian Road, Renhe Road, Baijingfang, Yan'an Xincun and Tiyuchang Road. Meanwhile, the pedestrian overpasses near GDA Plaza and Hangzhou Department Store will be dismantled.
