New mayor
Wang Jincai, 60, was selected chairman of the Standing Committee of the Hangzhou People’s Congress, while Zhang Hongming, 59, was selected mayor of Hangzhou recently. They are both Hangzhou natives.
Wang joined the Communist Party in October 1974 when he was a serviceman in the People’s Liberation Army. After leaving the military, he was assigned a job at the Communist Youth League Yuhang County Committee.
He worked 16 years in Yuhang County and in 2001 was promoted to director of the Organization Department of the Communist Party of China Hangzhou Committee. He was promoted to deputy Party secretary of Hangzhou in 2007.
Zhang joined the Communist Party in July 1985 when he was working at the Zhejiang Provincial Environmental Protection Bureau. He worked at the bureau for 23 years until he was named acting mayor of Taizhou City in 2004.
Last July, Zhang was named vice mayor of Hangzhou.
The responsibilities of Hangzhou mayor and vice mayors were specified at a municipal meeting recently with Mayor Zhang taking charge of the government’s overall operation.
Zhang is responsible for matters covering development and reform, finance, auditing, urban planning and internal management.
Executive Vice Mayor Yang Xubiao is responsible for the day-to-day operations of the city government.
Hangzhou’s six other vice mayors are: Zhang Jianting, Qi Xiaohu, Xu Wenguang, Xie Shuangcheng, Chen Hongying and Xiang Yongdan.
