New plates to ease traffic?

Hangzhou is expected to issue new car plates that would allow certain vehicles to only operate outside the Raocheng Expressway during peak hours to ease traffic.
The new regulation is likely to come into effect about May, the Metropolitan Express reported.
About 2.4 million cars are registered in Hangzhou — about 1.3 million in downtown areas.
The lottery for the city’s car plates for December was held on Wednesday, with 5,501 available — 4,796 for individuals and 705 for companies and institutions.
The average price in this month’s auction was 44,887 yuan (US$6,800), in the auction this month. It was 2,036 yuan higher than last month.
