CHINA Mobile Hangzhou branch, Hangzhou Citizen Card Co and Hangzhou City 360°? Card Co recently signed a cooperation agreement to open the mobile phone payment function for Hangzhou Citizen Card and 360°? Card. Around 50,000 people are expected to apply for the new-function SIMpass card by July.
Mobile phone users in Hangzhou only need to get an advanced SIMpass card. In the future, Citizen Card and 360°? Card users can pay with their mobile phones, not cards, at gas stations, parking lots, public transport, bicycle rental and many other places.
City speaks
Hangzhou is among the first Chinese cities to establish a system of municipal spokespersons, to make government work more transparent.
The first group of 14 spokespersons met the media on Tuesday. They were chosen by the Organization Department of the Hangzhou Municipal Committee of Communist Party of China from vice directors of local organization departments of districts and counties.
"By establishing this system, we aim to make our work more transparent to the public, which will help increase their satisfaction with government projects," said Yu Yuemin, director of the Organization Department.
Calling talent
Hangzhou has launched a campaign to attract around 100 innovators from China and around the world to run key science and technology projects in five years.
It aims for around 20 teams/projects and is offering subsidies and incentives through a range of new policies.
The Organization Department of the Hangzhou Municipal Committee of CPC on Tuesday announced the "521 Project" to attract global talents.
Projects that meet requirements will be granted subsidies from 1 million yuan (US$146,445) to 5 million yuan. National, provincial and city-level projects are eligible.
A housing allowance of 800,000 yuan a year will be given to those in need.
The city is providing systematic services to attract high-profile professionals from overseas to set up work in Hangzhou. They include registration assistance for companies employing these professionals, housing, local residence and medical care.
Dog roundup
Unlicensed and unleashed dogs were rounded by police on Tuesday in a crackdown on canines without proper papers and leashing. Those walked between 7am and 7pm were also picked up, as dogs are banned from public areas during most of the day.
The annual April canine roundup netted 183 dogs that were "temporarily detained," until owners claimed them by paying fees and getting licenses.
Unlicensed and unleashed dogs, barking dogs and dog waste have become a concern in the city.
Regulations call for fines of 3,000 yuan (US$439) to 5,000 yuan for dogs without proper certificates showing they are healthy and have been vaccinated.
Those who walk dogs without leashes or walk them on a leash between 7am and 7pm face fines of 200 yuan.
Night market
Sandun Town will open a night market at the end of June, offering farm products, snacks, gifts, arts and crafts and many other items.
The 300-meter-long market will have around 200 stalls selling "farm-fun cuisine," "exotic cuisine," innovative cultural products and daily goods.
Vendors will be on Tongren Road and Houcheng Road.
Go Xiamen
The trip from Hangzhou to Xiamen in Fujian Province will take less than six hours by bullet train starting next Monday.
Fuxia High Speed Rail began trial operation in early April and it now takes less than two hours to get to Xiamen from Fuzhou, the provincial capital. Bullet trains from Hangzhou to Fuzhou now take four hours and 10 minutes. Thus, the whole trip can be as short as five hours and 40 minutes.
First-class tickets are around 380 yuan (US$55) and second-class around 320 yuan.
Local travel agents say they will add Xiamen to the Hangzhou to Fuzhou trip after the train starts operating. It will be cheaper to go by rail than air.
