A foundation-laying ceremony was held on Wednesday at the site of Hangzhou's Phoenix Tower.
The tower is an ancillary facility of the National Science and Technology Park of China Academy of Art, and will feature a boutique hotel, restaurants, a garden, a square, plus office buildings for 300 creative and cultural enterprises.
The tower will cover 57,000 square meters above ground and an underground area of almost 40,000 square meters. Local government has invested 690 million yuan in the project.
