Policies launched to lure top-level talent

THE Hangzhou government issued policies to lure professionals from home and abroad. The policies apply to both individuals and teams. Generous terms include a subsidy of 100 million yuan (US$16 million) to a top-level team.

The new policies include preferential clauses on finance, housing, medical insurance and children’s education.

“The competitiveness of Hangzhou, in the end, depends on the professionals,” Party Secretary Gong Zheng and Mayor Zhang Hongming have said in government meetings.

“A first-rate environment attracts first-rate professionals, and first-rate professionals lead to first-rate achievements,” said Chen Guoshu, director of Talent Office of CPC Hangzhou Committee, which spearheaded the policy.

Hangzhou is already an attractive city with plenty of green space and beautiful West Lake. However, the government believes it can sweeten the deal by offering subsidies to individuals and teams.

Chen Lijun, a public administration professor at Zhejiang University, said: “The policy shows the government values knowledge and technology, which companies need. Many governments have policies to lure top-level professionals, but Hangzhou is taking it further by classifying professionals from A to E level.”

Shanghai Daily has studied the policies and lists those available to foreigners and overseas Chinese.

 

Classification of professionals

A-level: Nobel Prize winner or award of similar stature.

B-level: those in the state-level Recruitment Program of Global Experts or Chang Jiang Scholars Program

Requirements for the global experts program include a PhD degree from an overseas university, under 55 years of age, work acknowledged internationally. Candidate also need to work in China no less than six months a year after being recruited.

The Chang Jiang Scholars Program recruits foreign candidates who are at least associate professors.

C-level: those in the provincial-level Recruitment Program of Global Experts

Applicants should have a PhD degree from a university overseas and have worked as at least an associate professor or a company executive. Entrepreneurs also qualify if they are overseas Chinese with a university degree from overseas and have worked as managers or executives in enterprises overseas, and have owned or run an enterprise in Zhejiang for more than one year but less than five years.

D-level: those in the Hangzhou Recruitment Program of Global Overseas Chinese Experts

Applicants need to be overseas Chinese with a PhD degree or entrepreneurs who are overseas Chinese with a master’s degree. Other requirements include creative talents who have worked in Hangzhou for three straight years (more than six months for each year), and entrepreneurs who have owned and run an enterprise in Hangzhou for more than one year but less than five years.

E-level: PhD holder who has published papers in core journals in China and elsewhere.

 

Preferential terms

• Visa

The government will issue a foreigner permanent residence certificate for B-level professionals. C, D, and E-level professionals are eligible for either an F or R multiple entry visa valid for no less than five years with a duration of stay of no more than 180 days. A, B, and C-level professionals who have Chinese nationality can apply for a Hangzhou hukou (permanent residence) as can their parents, spouse and children under 18 years of age.

• Housing

The government will discuss housing face to face with all A-level professionals. A, B-level professional will receive a housing subsidy of 1 million yuan, while it is 800,000 yuan for a C-level professional and 600,000 yuan for a D-level professional. All E-level professionals can get a 1,200 yuan monthly subsidy to help pay the rent.

• Car plate

A-level professionals can discuss the issue with related officials. All B, C, and D-level professionals qualify for a 30,000 yuan subsidy to use in the city’s monthly car plate auction.

• Children’s education/medical insurance

The city is promoting cooperation with international schools and hospitals so as to satisfy the needs of high-level professionals.

• Programs

The government gives an allowance ranging from 30,000 yuan to 5 million yuan to each professional’s academic or entrepreneurial program, and provides a 5,000 yuan allowance for each patent of invention (authorized).

• Enterprises that hire foreign experts

Companies that hire a foreign expert can have 40 to 60 percent of their salary covered by the government.

• Introducing a friend to Hangzhou

Professionals are encouraged to bring more talents. Those who introduce a professional to work in Hangzhou are given 100,000 yuan to 300,000 yuan as rewards.

 

Teams

Creative and entrepreneurial teams are also welcome.

A creative team is required to have high-level creative talent while being supported by universities, academies or R&D enterprises.

An entrepreneurial team should be a group already settled in Hangzhou that brings technology, programs and ventures to the city.

Teams can receive a subsidy from 600,000 yuan to 20 million yuan depending on its contribution to the city. An A-level professional team can receive a maximum subsidy of 100 million yuan.

 

College graduawtes

The government also encourages college graduates to stay in Hangzhou.

Companies started by college grads are eligible for a loan of up to 300,000 yuan and project financing of 500,000 yuan to 2 million yuan.

College students and graduates have within five years of graduating to apply for a subsidy worth from 20,000 yuan to 200,000 yuan if they start a company in Hangzhou.
