Pollution in focus

The Hangzhou government is seeking public comment on a new pollution control scheme unveiled last week on its website.

Specifically, city officials plan to take smoke-emitting vehicles off the road, while also reviving four trolley bus lines, opening 80 additional bike-rental stations with 3,000 cycles, and shutting down a Hangzhou Iron and Steel Group plant in Banshan area.

The plan also targets a 9.1 percent reduction in the city’s PM2.5 density from 2013 levels. The average density of PM2.5 pollutants, tiny particles that can lodge in lungs, reached 0.07 milligram per cubic meter in 2013, according to Zhejiang Online. To reach this goal, Hangzhou authorities intend to strictly control coal smoke, industrial and vehicle emissions, construction dust and cooking fumes.

The city’s Banshan Power Plant will shut down its last coal-fired generator and use only natural gas in power generation, while the Xiaoshan Power Plant will close down two coal-fired facilities before the end of this year.

Five chemical plants will be relocated to cut gas emissions and the Hangzhou Paint Factory will be closed before August of next year, according to the plan.

Hangzhou now has 54,300 public bikes and 2,564 rental stations, boasting one of the world’s largest public bike systems.
