Pollution penalties

ANY city and county in Zhejiang Province, including Hangzhou, will be fined up to 5 million yuan (US$814,985) as of 2015 if PM2.5 readings fail the air quality standard, the provincial government announced.

PM2.5 means particles smaller than 2.5 micrometers in diameter, the main cause of urban smog.

Local officials began to collect PM2.5 data in January 2012. Each city and county will be rated on four levels: excellent, good, fair and poor. The governments of cities or counties that earn ratings above poor will get a bonus of up to 5 million yuan.

New industrial projects that may cause air pollution will not be allowed in areas with a poor PM2.5 rating unless local authorities are able to bring down their PM2.5 levels for two consecutive quarters.
