Population plans

The State Council, China’s Cabinet, recently approved Hangzhou’s five-year master plan for the period of 2016-2020.

The plan calls for Hangzhou to focus on coordinating the development of urban and rural areas, with the aim of controlling population growth and restraining new construction in the city’s downtown area.

Specifically, downtown Hangzhou should keep its population of permanent residents, including those in Linping, Jiangnan and Xiasha, under 4 million and constructed-space under 430 square kilometers by 2020, according to the plan. Hangzhou and its satellite cities have a current population of 8.8 million people.
