Tall tower, high fine

THE tallest building under construction in Hangzhou faces a hefty fine for not having a fire department permit.

Xiaoshan District government has ordered the building's developers to halt construction of 331-meter-high Hangzhou International Commercial Center.

Without the permit, the 4-billion-yuan tower cannot open for business, and its developer will face a fine of up to 300,000 yuan for not having the permit.

Construction started in 2011 without obtaining fire department approval for the high-rise layout.

"We discovered the violation during a routine fire prevention check. We couldn't believe that such a big project had not been approved by the fire department," said a Xiaoshan District fire bureau official.

Hangzhou Hengli Business Management Co, the developer, declined to comment.
