Warnings by phone
HANGZHOU government last week issued a guideline for providing weather disaster warnings via mobile network. It was the first government directive of 2013.
According to the guideline, the meteorological department and its partners, such as Huashu Group, China Mobile, China Unicom and China Telecom, should send out disaster warnings to the public via digital TV and phone messages as soon as danger is detected.
The guideline also specifies the roles and responsibilities of the involved parties and sets a three-year goal of alerting the public of an approaching disaster 30 minutes beforehand and covering at least 93 percent of the population.
