Hangzhou is seeking advice on making the city an important international travel and leisure center.
Residents are invited to make comments on Hangzhou.gov.cn before December 11, covering transportation, investment, new product development and construction of facilities.
Hangzhou plans to set up travel service stations, viewing platforms, self-driving car service centers along expressways. The Hangzhou Tourism Commission also plan to develop countryside travelling, industrial travelling, cultural experience travelling and health-care travelling.
To encourage hotels to improve facilities, the tourism authority plans to provide up to 40 yuan (US$6) a day per person.
Subsidies will also be handed out for tourist destinations to set up or renovate public toilets, which will be open free of charge.
