West Lake traffic
THE West Lake Scenic Area will be under weekend traffic control through the end of May to ease congestion as tourists flock to the lake in warmer weather.
From 8:30am to 5pm every Saturday and Sunday, Nanshan Road (from Yuhuangshan to Yanggongdi roads) and Hupao Road (from Yanggongdi Road to Jiuyaoshan Tunnel) will only be open to east-to-west traffic. Jiuyaoshan Tunnel, Lianhuafeng Road and Yuhuangshan Road (from Lianhuafeng to Nanshan roads) will only be open to vehicles traveling from west to east. Visitors are urged to take public transport. Private cars can be parked in the Huanglong Sports Center, which has more than 2,000 places.
Higher pay
The minimum monthly income in Hangzhou (not including Xiaoshan and Yuhang areas) will be raised from 960 yuan (US$141) to 1,100 yuan from April 1. Minimum hourly pay of part-time workers will be raised from 8 yuan to 9 yuan. The last salary adjustment was in 2008. Xiaoshan and Yuhang areas, the city's two suburbs, will soon announce their own salary adjustments.
Migrant wedding
Just-married migrant workers can attend a free group wedding party in April. The exact date is not set yet.
The city is throwing the party for 100 couples to show its appreciation of migrant workers' contributions to city development. Any migrant worker in Hangzhou with a marriage certificate can apply for the group wedding, but those who have done charity work will be given priority.
Newly-weds will ride in colorful floats in a parade down the main street. They will be welcomed by Snow White, Winnie the Pooh and the 12 animals of the Chinese zodiac. The marriage altar will be set up in Baimahe Square, where the couples can leave their fingerprints and write their names on Star Avenue. "They've made great contributions to Hangzhou, but many of them might not be able to hold an ideal wedding," says Wang Lefeng from the city's Youth League. "We want to help them fulfill the dreams and give them a life memory on the big day, showing our care and love."
Cheap housing
It's getting easier to buy affordable housing in Hangzhou. The threshold to apply for Hangzhou residential housing for low- and medium-wage earners will be lowered this year. The government plans to build 500,000 square meters of affordable apartments and 50,000 square meters of low-rent flats, plus 500,000 square meters of apartments for young white-collar workers from out of town. "One way to solve the housing problem is to build as many affordable flats as possible," said Wang Guoping, director of the Standing Committee of Hangzhou People's Congress.
Gamblers nabbed
Police recently broke up the city's biggest gambling ring that juggled more than 300 million yuan (US$43.9 million) by using the Internet. The 36-year-old ring leader, a Hangzhou native surnamed Dong, was caught in Macau on March 28. Business had been expanded to Macau and Myanmar.
Business credit
Wei Zhe, CEO of B2B service provider Alibaba, announced that Alibaba will spend 1 billion yuan (US$146 million) to set up a small enterprise credit guarantee fund to promote a business credit system in China. Alibaba is headquartered in Hangzhou. Wei made the announcement at the launch of China Credit Year aimed at expanding credit for Chinese enterprises. The Alibaba fund will provide loans to small- and medium-sized businesses with good credit. Wei said that with more than 500,000 enterprises users, Alibaba's credit system is expected to be widely recognized. Alibaba is also encouraging small- and medium-sized businesses to make deposits into the fund and participate in building the credit system.
Green potties
Hangzhou's first low-carbon eco-friendly public toilet has been opened at the intersection of Gucui and Wensan roads. The lighting, hand driers, fan and deodorizer are all powered by wind and solar energy. It is estimated the toilet can save 12,700 yuan (US$1,860) in electricity fees annually. "If it works well, we will consider building more low-carbon toilets," says Kong Qingjian, an official.
Sorting garbage
A garbage classification pilot project has been launched in Hangzhou. Each family receives two litter bins, one for organic kitchen trash and another for other recyclable garbage. Each family will receive a kitchen trash bag daily and a bag for recyclables every other day.
Residents should place recyclable trash and toxic garbage in labeled litter bins in each neighborhood.
Park pathways
Three parks - Banshan, Hushan and Longshan - will be linked by a 10-kilometer paved path for biking, walking and sightseeing in October. Two campsites will be opened and climbing and exploration activities will be offered. Longshan Park and Hushan Park will be connected with a stone-paved path, 5.5 kilometers long and 3.6 meters wide. Banshan Park and Longshan Park will be linked with a 2.5-kilometer-long and 2.4-meter-wide road, while a 2.2-kilometer-long and 1.8-meter-wide path will connect Hushan Park and Banshan Park.
