Baoshan charts course to becoming a marine powerhouse
BAOSHAN District aims to turn itself into a marine powerhouse, emphasizing sustainable marine industries, port facilities and its growing cruise ship tourism industry, Qu Zhi reports.
Shanghai's northern Baoshan District, with a vital port and developing cruise-ship terminal, is steaming ahead with the growing cruise tourism industry and emphasizing the importance of the marine environment.
Baoshan's plans and potential were discussed last Tuesday at the Shanghai Ocean Forum 2012, hosted jointly by the vital port and steel-manufacturing district and the Shanghai Municipal Ocean Bureau. It was attended by experts in the marine sector as well as officials of the bureau and the district.
Experts discussed security and emergency management, developing new marine energy and innovating in marine science and technology.
New industries, such as the Marine Science and Technology Park and the cruise economy, as well as environmental protection of the Yangtze River estuary and coastal region, were also addressed.
Experts called the ocean "a treasure trove of resources" and said marine tourism, in the form of ocean cruises, is an important part of marine industries.
Baoshan was one of China's earliest treaty port and home of China's first maritime college - the Wusong Merchant Academy.
This is the first year that Baoshan has established a comprehensive cruise ship portal.
The Shanghai Wusongkou International Cruise Ship Terminal is part of the International Shipping Center of Shanghai. This year it has facilitated 60 international cruise connections and provided hospitality for nearly 300,000 embarking and debarking passengers, making it one of the busiest cruise ports in Shanghai.
In 2013, the Shanghai Wusongkou International Cruise Ship Terminal will be home port during the cruise season for more than 120 vessels.
In January this year, the Shanghai government designated Baoshan a "cruise industry development pilot zone." In September, the Wusongkou area was designated the first "cruise tourism development experimental zone."
The district is consolidating the foundation for the cruise industry and marine economy. First, terminal facilities will be improved and optimized. The Wusongkou terminal has a 1,500-meter-long coastline, with depth along the wharf of 13 to 15 meters.
During the first project phase, the 774-meter-long quay with two large berths can accommodate two, 100,000-ton-plus cruise vessels.
While the world cruise market is shifting eastward, Baoshan's existing berthing capacity cannot meet the demands of the international market as well as the huge demands of the cruise market in Shanghai.
To meet the huge need, Baoshan will cooperate with riverside port authorities to accelerate the expansion of berths and develop a multi-faceted cruise industry.
Baoshan will also upgrade "people-friendly" port services to offer high-quality service and cost-effective leisure.
More systematic rules and high standards will be established for the national tourism demonstration area. Port business as well as financial, postal and other services will be improved.
Cruise services will be systematized, including supplying vessels, treating waste sewage and inspecting ports.
A business center, riverside sources of revenue and more leisure and entertainment facilities will be constructed.
Further, Baoshan District aims to attract and retain skilled workers and professionals in the cruise and maritime industries and support them in every way. It will offer training facilities as well as a working and living environment that will induce people to settle in the area.
To establish China's largest cruise ship training base, Baoshan will coordinate with and integrate the city's educational and research resources, while strengthening cooperation with world-renowned cruise companies and universities.
The district will also improve public management and services, which are vital to expand the economy.
Since the cruise economy is still new in China, its operations are not yet mature. Thus, the district is improving its comprehensive service capacity, especially seeking foreign access.
Developing cruise tourism is an important part of building Shanghai into a world-famous tourist city.
Baoshan will take advantage of the World Expo 2010 Shanghai brand effect and future Disneyland to integrate all travel resources including Baoshan Temple, the glass museum and other attractions.
Specialized tours of Baoshan in half a day, full day and an "in-depth culture tour" will also be organized.
Baoshan aims to build itself into a professional cruise service base that is part of the modern cruise industry system and highly competitive in the Asia Pacific region.
