A haven for overseas grads

AN increasing number of overseas graduates have started to set up enterprises in Changning, driven by continuing policy stimulus from the local government.

Many international companies already based in Changning, as well as those operated by investors from Taiwan, Hong Kong and Macau have further spurred this internationalization.

Today, Changning is home to many headquarters of heavyweights from the global world of business.

As Changning’s international economic ties thrive, it’s becoming an increasingly attractive place for expats. More than 70,000 foreigners from 78 different countries have already decided to settle down in the district, accounting for more than a quarter of Shanghai’s total expatriate population.

But Changning isn’t just luring foreigners.

More than 200,000 overseas Chinese have returned home to live in Changning, adding even more international appeal to the district thanks to their experience abroad.

Currently, 28 consulates are based in Changning and more than 120 buildings serve as accommodation for diplomatic missions, a third of the city’s total.

Home to some of Shanghai’s most iconic cultural heritage, the district is popular within expats. The expat-oriented Gubei Community is also located in Changning.

The local government is continuously implementing measures that will improve life for overseas talent in a bid to make them stay. In December 2013, the district created a special administrative counter where foreigners can apply for jobs.

Since then, the counter has worked on more than 70,000 applications, second only to Pudong New Area.

To deal with the special needs of overseas talents, Changning set up a center that assists foreigners with their residency permit in Hongqiao area last year. In January and February, an average of 90 people went to the place each day to seek assistance.
