A year bustling with science and tech
HAVING focused on constructing science and technology innovation bases in 2015, the Information Industry Bureau of Changning District aims to work more efficiently and creatively, boost staff’s morale and uplift their capability in 2016.
The bureau said that it tried hard to “attract specialized agencies, platforms and entrepreneurs” while supporting the construction of science and technology innovation bases in 2015. It also endeavored to build a good environment for creative startups.
To achieve this, it launched many research programs and promoted cooperation among companies, between the bases and the Sci-tech parks. It also encouraged private enterprises to reform their management style and try to set up an open innovation platform.
By adopting a “talent plus program” mode, it attracted new talent. So far, the district has 13 business incubation bases such as Suhehui, Xinhua Dingchuang, Dobe and Moliang. The total startups and programs amount to 469. A good atmosphere for business incubation is forming and a batch of outstanding innovation and enterprise talent gathered here.
For example, an incubation center warranted by Amazon has been built at the district’s Hongji International Innovation.
The bureau also enhanced communication with makerspaces, where citizens can share told and knowledge in order to create something new.
It published monthly reports on the development of projects, companies and venture capitals as well as briefs on characteristic projects and companies and key issues on base construction.
News on activities were delivered via WeChat through public accounts such as “Entrepreneurship in Shanghai,” “Scientification, Technicalization and Informationization in Changning District” and “Changning of Shanghai.”
The bureau held regular meetings. Guided by governmental policies on makerspace development, it drafted evaluation standards on companies and projects incubated at makerspaces, software and hardware services, operation norms and structure of operation teams. It also balanced government control with market orientation and lead makerspaces to develop orderly and pragmatically.
The bureau applied for “2015 Shanghai Sci-tech Companies Incubator & New Incubator” held by Shanghai Science and Technology Committee.
Five bases in the district were recognized as city-level Sci-tech incubators or new incubators, which has pushed the district to the one with the third largest number of incubators. Adding the original three, it now has nine city-level Sci-tech incubators.
The bureau also applied for “2015 Sci-tech Innovation and Venture Service System Construction”, recommending three incubators as city-level incubation bases. They include Donghua University incubator, a multi-media incubator and a new generation digital incubator.
The year 2016 will see the information industry bureau advertise and implement its policies, improve project management working mechanism, provide better management service to the park, the makerspaces and the Zhangjiang platform and recognize, train and store innovative talent.
Among the 36 scientific innovation policies, five are related to works of the information industry bureau. They are the Zhangjiang Chang-ning Park policy, evaluation of makerspaces, assessment of Sci-tech parks, the software integrated circuit industry policy and the public research service platform policy.
The bureau will also cooperate with the Integrated Services Office to carry out policies related to science and technology innovation. It will make evaluation any planned makerspace or Sci-tech park before it they are approved for construction.
The bureau will implement various policies, improve evaluation systems as well as assessment measures, adopt diverse channels to advertise and change its supporting role from being a traditional allocator to becoming a guide. It will also join hands with three big investment centers to advocate counseling policies.
When operating the Zhangjiang key project and the software and integrated circuit project, the bureau will follow detailed records and set up a tracking and monitoring system.
It will invite experts to regularly supervise and coach, strictly carry out performance evaluation of each project and make sure public funds are not misappropriated. It will also check whether each section of a project is finished as planned and add a company’s performance to its credit file for future reference.
While it used to support enterprises one by one, the bureau is now shifting towards supporting platform construction. Attention will be given to platforms that can provide professional and standard service, have a significant number of customers and support industries like materials, energy, equipment and medicine. They will be optimized and integrated so that they can provide better service. The bureau will guide makerspaces toward professional development, raising its creativity and enterprise competency.
It will encourage traditional Sci-tech parks and incubators to be market-oriented and urge parks to set up makerspaces with private capital. For example, the multimedia industry park and the engineering Sci-tech park have already received private investment. The bureau hopes that other parks will find similar cooperations.
