Agencies backed for community work

CHANGNING District has been encouraging social organizations to take part in community affairs. The district government, meanwhile, is also outsourcing public services to private and nonprofit organizations.

In line with the No.1 project released by the CPC Shanghai Municipal Committee in 2014 that focuses on “innovating in social governance and strengthening grassroots construction,” Changning has lowered the threshold and simplified registration procedures for social organizations and built incubation bases to support their entrepreneurship.

The innovative methods transform the traditional single governance model into a cooperative mode with the active participation of government, society, enterprises and residents.

Social organizations have become the backbones of a number of public welfare programs and play an active role in community management in Changning.

Local residents benefit from their services. At the same time, they promote the transformation of government functions that leads to a burst of social vitality and creativity. All parties involved emerge winners.

Senior care

Among various social organizations in Changning, Joyway Senior Care Service provides more than half of the government-funded nursing homecare services.

“Changning authorities place great emphasis on the expertise of social organizations. At the same time they fully respect organizations’ own characteristics and encourage them to be innovative to promote community integration,” said Yang Yunfeng, Joyway’s chairman.

Joyway has branches all over Changning.

Yang’s team is working on an “old pal” project that encourages the “young-old” at local communities to take care of seniors through a specially designed training course.

The program explores elderly people’s potential and boosts their self-help ability step by step.

Public security

Apart from the achievements made through the introduction of social organizations and the establishment of the cooperative governance mode at grassroots level, Changning has also established a long-term mechanism of public security management.

Business operators, their administrators and local government are responsible for the security of each destination in Changning. They jointly map out control measures and contingency plan for emergencies.

Tianshan business circle is one of the most populous areas of Changning. Apart from a number of shopping complexes, it has 17 office buildings.

Previously, the management of each building was isolated. After an autonomous federation was established in 2012, joint meetings are held regularly. Property managers inform each other of the security risks and countermeasures, according to Qiu Gan, one of the managers.

After some burglaries occurred in some of the office buildings in Tianshan, local police informed the property managers and briefed them about ways to prevent similar incidences. The building managements acted on the advice and similar cases were rarely reported, Qiu said.

Changning also established electronic daily patrol log system to integrate offline patrol with online record and realize real time update, and therefore ensured security of local communities.

A resident of Huayang Road said that issues over public security are resolved immediately after the neighborhood committee is informed.

The resident, surnamed Chen, said that one day some of the manhole covers at her community were missing. They informed the neighborhood committee and new covers were brought in very quickly.

Grassroots cadres found that there was no once-for-all solution in community management. After several months studying the issue, the district issued a guidance to promote community management late last year.

It put local communities into five categories and worked out solutions in detail for 18 issues like pet raising and parking.
