Building a greener and more livable district

CHANGNING has launched an urban renewal strategy for a new round of development in the period of the 13th five-year-plan (2016-2020) or even in the next 10 years.

The district in the west of Shanghai is expected to become more dynamic.

In the next five years, Changning will combine characteristics of its east, west and central area to promote the strategy.

To the east of Zhongshan Road W. Changning will mainly focus on the protection of historical blocks including areas around Zhongshan Park and Donghua University.

“We have made some helpful explorations and attempts and we are off to a nice start,” said Gu Honghui, director of Changning.

A partial renewal of public space took place at the historical blocks on Yuyuan Road which turned an office building parking lot into an open lawn where a concert and street performances were held after the renovation.

Boutique stores, cultural facilities as well as a literary and artistic atmosphere will replace the cramped shops, bringing the street back to its old glory, Gu said.

The efforts have already started to turn the area into an aesthetically appealing, lively place, he added.

More upcoming renovations

On the basis of the renewal of Yuyuan Road, Changning will apply the same concept to more historic streets to enhance the characteristics of its eastern part.

For the central area between the Inner Ring Road and Middle Ring Road, Changning will improve the infrastructure and public utilities of old neighborhoods. The government is studying the feasibility of installing elevators for those preserved multi-story residential buildings in the area.

At the same time, Changning will rely on the newly-completed Hongqiao International Dance Center to put on dance shows and to promote the development of the surrounding areas.

To the west of Middle Ring Road, Changning will promote the add-on functions development of lands in industrial parks. The key areas are the eastern part of Hongqiao International Airport and Linkong Economic Zone.

The future Hongqiao airport will become a modern aviation service demonstration zone featuring airlines’ headquarters, international communication and a private jet airport. The renovation of Terminal One of the airport is underway, Gu said.

Changning is now the only district in Shanghai to include urban renewal into its 13th five-year-plan. It is also the only downtown district to complete the retrofit of almost all the underdeveloped neighborhoods, according to Gu.

Since the beginning of the 13th five-year-plan, the social and economic development of Changning has made progress. In the first five months of 2016, Changning’s fiscal revenue reached 27.08 billion yuan (US$4.07 billion), up 36.85 percent from a year ago.

Changning is turning into an innovation-driven, dynamic, green as well as livable district for a well-off, high-level society.
