Changning housing authority keeps a firm hand on community affairs

NEARLY 97 percent of the 740 or so residential communities in Changning hired property management companies, the district housing administration said.

Changning has nearly 25 million square meters of housing units. At present, 675 residential communities are looked after by property management companies and 39 are in the care of government.

Ten sub-districts and towns have formed a support system for comprehensive management of residential communities which involves government agencies, homeowners and property management companies to solve difficult issues.

The Changning District Housing Administration provides training for members of homeowner associations, community workers, and grassroots officials. It also tries to reform the community governance.

Some old communities introduced property management by charging fees per household; some tiny communities practice self-governance. The administration also set up stations for community workers to solve neighborhood disputes.

The district has an open bidding platform for property management companies to win contracts from residential communities. The administration supervises and evaluates these companies. It has three hotlines to residents to make complaints about these companies for poor service. It received more than 110,000 calls in five years.

The administration also provides services online, from home lease and sale to home care for elderly people.

About 3.44 million square meters of old housing units in Changning had their utilities replaced, benefiting more than 88,300 families. Work has started to upgrade water tanks in apartment buildings totaling 4.1 million square meters of floor space and is expected to finish by the end of 2017.

Families of 10 old-style buildings in the district applied to install elevators and work is under way in four buildings.

Last year, the administration demolished tens of illegal buildings and cracked down on illegal group renting on 2,400 occasions, the officials said.
