Focus on parks helps nurture entrepreneurship

COMMUNITY, campus and industrial parks have become three pillars of innovation and entrepreneurship in Changning, particularly as the district plans to create its own entrepreneurial ecosystem through joint development and communication.

At an entrepreneurship training camp jointly held by the district government, a Changning-based university and local enterprises, young entrepreneurs learned skills to help expand their businesses.

After the training camp, participant Bi Guanjiao said that the courses provided her with valuable information. Bi opened to her own business eight years ago and has since encountered bottlenecks in the process of expanding its scale.

She attended a camp at an entrepreneurship incubator in Changning’s Hongqiao community.

“The courses are important because we did not have financing before we started. It’s been very difficult for us to find investment until today,” Bi said.

Changning also supports innovation and entrepreneurship with preferential policies, education and an atmosphere aimed at putting entrepreneurs on the right track.

Liu Yunxi, who created the online Chinese cuisine company Xi Xiang in 2013, was glad to see her business acquire 50 million yuan (US$7.39 million) in its first round of financing.

It was only a year ago that Liu’s company moved to the Zhongquan incubator in Changning. Liu expressed her gratitude as Xi Xiang has grown up and can now support itself.

“When we moved here we were busy working. Everything here was ready, including the decorations, so we immediately got down to business,” Liu smiled.

“I feel the government has done quite a lot for us... As our business started to formally operate, many investors believed we were doing things right.”

Changning has invested more than 3 billion yuan to support entrepreneurship since 2012 and rolled out 36 preferential policies. The district also opened 20 new venture parks and business incubators, 25 entrepreneurship training bases and helped more than 3,400 people start their own businesses.

What Changning does is to lead the whole process of entrepreneurship through its entrepreneurial culture, according to Guo Zhengyue, director of the Changning Employment Promotion Center.

“The mechanisms, communities, campuses and industrial parks in Changning are united and work together,” Guo said. “They created an industrial park through the operation and support of enterprises or social institutions and turned a university into an incubator for students’ entrepreneurship through cooperation between the local government and the school.

“The government is not going to do everything, but it has created the platform to stimulate entrepreneurial vitality and a unique environment.”

Much like Guo explained, the Science Park of Changning-based Shanghai University of Engineering Science is a thriving hub of entrepreneurship and a cradle for tomorrow’s industry giants.

It was at the university’s campus on Xianxia Road that business incubator SuHeHui took its first steps. Led by Darren Luo, SuHeHui launched its business there in 2012 and has since “successfully incubated” 150 companies and invested in a further 50. Earlier this year, the company is listed in China’s over-the-counter market.
