Greasing the squeaky wheels of innovation

Changning District released 36 suggestions in September regarding scientific and technological innovation.

The suggestions cover policies and measures that include cultivating creative talents, constructing innovation platforms, promoting the agglomeration of innovative enterprises, supporting the commercialization of research findings, strengthening financial support to scientific and technological innovation, and promoting the innovation of government management.

The suggestions were drawn up after nearly three months of research designed to turn Changning into a district full of innovative talents with outstanding trade capacity and a distinctive modern service industry.

The district is going to promote the agglomeration of industries and develop new types of incubators, research platforms and third-party technology service platforms.

Such moves are expected to bring more professionals to the district and stimulate economic development.

The suggestions reflect the district’s strengths and features.

Changning has been promoting the digital industry for more than a decade. The district ranked second last year in the city’s information service industry, grossing 61.3 billion yuan (US$9.7 billion). There are a number of well-known Internet enterprises based in the district like Ctrip, dianping.com and Gewara.

The district is also home to 60 percent of Shanghai’s airline company headquarters. The Shanghai Hongqiao Air Services Innovation Experimental Zone was founded in May in Changning.

The government plans to focus on fostering and bringing in more talents, who are key to boosting scientific and technological innovation. The work involves offering support to start-up companies, providing more professional skills training, encouraging entrepreneurial incubation, as well as building a more comfortable, friendly living and working environment for high-level talents.

The innovation funds will give priority to new methods and ideas through opitimizing management.

For example, Changning will release scientific and technological innovation vouchers. They will allow medium, small and micro-sized enterprises as well as startup teams to purchase innovation services from scientific research institutions.

Different from the vouchers released earlier in Shanghai, Changning will offer major support to local Internet enterprises by helping finance entrepreneurial activities.

There will be two types of vouchers — Type A vouchers cover the cost of renting venues; Type B vouchers are for holding salons and road shows. The innovation vouchers will be available in the fourth quarter of this year.
