Improved community corrections for offenders
CHANGNING is developing its community corrections system. Authorities have enhanced enforcement and offenders who violate conditions of supervision will receive warnings or be placed in custody.
In the first quarter this year, warnings were given for five violations. Those who leave Shanghai without permission will be taken into custody.
Changning authorities expanded the application of satellite positioning devices. Electronic ankle bracelets or ankle monitors were worn by offenders on a suspended sentence, under parole or granted temporary service outside prison.
A total of 80 people now wear electronic monitoring devices in Changning.
Officers keep an eye on the behavior of offenders. They make contingency plans to prevent violations.
Changning will build a mechanism to monitor offenders who leave Shanghai.
Police stations around the district will enhance monitoring. The district’s judicial department will team up with the public security bureau to make rules of punishment for offenders who violate community corrections seriously or repeatedly. Those violators will be referred to punishment in respect to public security administration.
Changning will set up a supervision hotline and mailbox and send out press releases periodically to ensure its community corrections work effectively.
China already started a pilot community corrections system in 2003.
