Medical insurance streamlined

CHANGNING is taking steps to improve the processing of medical insurance settlement claims and plans to cover all hospitals in the district with the new system within three years.
The previous method for patients to claim settlement in medical disputes was to appeal to the hospital, with the claim then mediated.
And the old system only covered medical malpractice — not medical mistakes and accidents.
The new system Changning is trying to promote in the district is to involve insurance companies in the process — directly compensating patients according to the letter of agreement — and will also cover claims for medical mistakes and accidents.
Officials say the new joint effort will bring three immediate advantages: broader insurance coverage; more security and better efficiency; as well as the ability to handle complicated cases with new public security funds.
“The range of medical mistakes and accidents is very broad, and it’s also more difficult to get the claim if cases seem to fall into these two categories (under the old system),” said Li Weiqing, associate consultant of the district’s justice bureau. “This breakthrough is the new system is at the forefront of the field.”
Under the new system, once there is a claim to be settled, an insurance company can directly pay from a fund jointly held by 16 public medical institutions.
“This removes worries about hospitals not having sufficient amounts,” Li said.
Getting claims settled will also become more efficient, said officials. In successfully mediated cases, it will take no more than seven days to receive a payout.
There are also plans to extend the system to other insurance types such as maternal and child health insurance.
“(With the new system) parties will be settled in good time, while protecting the legal rights of patients,” Li said.
