Nursing homes to receive financial aid
Changning is introducing new policies to provide financial assistance to nursing homes and retirement centers.
Nursing home operators face high rents in cities like Shanghai and due to their important role in society the district government has decided to provide support.
The district will provide a daily subsidy of 0.5 yuan (8 US cents) to 0.8 yuan per square meter to every nursing home that pays rent.
Each new bed will receive a one-time 5,000-yuan payout from the district in addition to the 5,000 yuan it gets from the city.
Nursing homes with seniors who are Changning residents will receive a 100-yuan monthly subsidy per person.
Four chain nursing homes have opened branches in Changning because of the new policy. The civil administration departments will oversee and evaluate the nursing homes regarding food safety, environment, service, fire safety and dozens of other items.
The institutions will receive additional compensation based on evaluation results.
There were more than 175,700 seniors over the age of 60 last year in the district, accounting for 29.7 percent of Changning’s population. About 6.3 percent of residents in the district are over the age of 80.
There are presently 34 socially operated nursing homes in the district, making up 94 percent of all institutions, and 86 percent of the beds are built within the district. There are 36 retirement centers in Changning providing 5,283 beds.
With limited land in downtown Shanghai, Changning has allocated 15,000 square meters of land and invested approximately 200 million yuan and built Shanghai Xijiao Union Retirement Center, which opened in 2013 and provides 825 beds. The district is also setting up additional health services in local nursing institutions.
