Small projects make a big difference
Communities in Changning are building and managing projects that bring effective changes to residents.
The new projects being carried out throughout the district encourage all parties to participate including neighborhood committees, property management firms and residents.
Zhoujiaqiao neighborhood community is among those taking part, having launched a series of projects including landscaping, garage repairs, road restoration and the installation of a laundry-drying rack.
Bigger budget
The community is also repainting walls, installing guardrails, fixing mail boxes and more.
Thousands of residents will benefit from these changes.
The community鈥檚 budget for such projects increased from 500,000 yuan (US$80,500) last year to one million yuan this year. An additional 2.4 million yuan is put aside for renovating old residential communities.
All relevant groups are invited to voice their opinions before the projects are given the green light.
鈥淭he residents will decide what to do,鈥 says Wang Jun, secretary of Zhoujiaqiao neighborhood committee.
The neighborhood committee first establishes a team overseeing the bidding and tendering process, inviting a district designated auditing firm to oversee the process. Once a contractor is selected, the construction plan once again needs the approval of residents.
When the project is finished, residents鈥 representatives will evaluate the work. The neighborhood committee鈥檚 management team is required to report problems immediately.
In Xianxia neighborhood community, 10 projects ranging from renovating old communities to building a volunteer service center and promoting garbage sorting will be the focus this year.
More projects
The community鈥檚 goal is to improve the lives of residents by fixing the small things and adding handrails and benches.
鈥淲e care about real changes that we can see, like adding a few more benches in the community, fixing the bicycle shed and planting more trees,鈥 says Wang, who lives in Shuixia residential community.
Parking, broken garbage bins and drainage problems have been solved. Benches, laundry racks and street lamps have also been installed. The community is also offering free consultations on repair services to pipes, electricity meters and gas. There鈥檚 even volunteers who give free haircuts to seniors.
With the goal of building a better and safer community for residents, 144 tasks were completed last year, and the community plans more beneficial projects in 2015.
Changning has also transferred investment power to three service centers across the district. Previously this has been handled by neighborhood committees. The service centers will coordinate with neighborhood committees to form a new more efficient process to provide better service to companies.
Upon learning of the changes, some companies in Chengjiaqiao neighborhood community admit they were concerned and had questions about who will solve their problems in the future. The neighborhood committee has sent representatives to visit the companies and assure them all their problems will be addressed.
