A special kind of welfare house
The first-phase construction of Jiading No.1 Social Welfare House will be completed by the end of this year. It will be the first district-level welfare house of Jiading and will relieve the pressures of an aging population.
By the end of last year, Jiading had more than 172,600 residents over the age of 60, about 30 percent of the registered population, up 1.5 percent from last year and higher than the city average.
The first-phase involves a total area of 25,015 square meters with 498 beds. The second-phase — 9,838 square meters — will start next year and is expected to be completed in 2017. The total investment will reach about 200 million yuan (US$31.42 million).
Different from other welfare houses in the district, the new facility will concentrate on serving elderly people with dementia or who have a disability. It will have various facilities including a cultural hall, a multifunction room, a classroom and a library.
The accommodation ranges from double rooms to dormitories with 10 beds. Each room will have a television, and each bed has a beeper so that residents can summon nurses at any time.
Each floor will have a dining hall, bathroom facilities and a meeting room. Skid-proof floors, surveillance cameras and entry guard system are among the safety features. The gardens and corridors are designed so that the elderly, especially those with dementia, can’t get lost.
There’s also a clinic fully equipped for medical emergencies.
The welfare house is currently recruiting staff but progress is slow.
“We have interviewed more than 150 people, and only over 20 people are employed. Our planned headcount is 222 staff,” said Chen Junwei, president of the welfare house.
“In spite of that, we will not lower our requirements on nurses,” Chen said.
“Each of our nurses will receive at least three months’ training before they start to work,” Chen added.
