Appeals mechanism solves problems

Jiading has launched the pilot of an “enterprise appeals coordinating mechanism” which collects appeals from enterprises and resolves them through coordination and collaboration between multiple government departments.
In the nine months after its implementation, Jiading Industrial Promotion Leading Group Office has received 61 enterprise appeals and solved 42 of them.
“We will rely on the coordinating mechanism to support the development of enterprises,” said Gu Qingfeng, head of the district’s economic commission.
Jin Zihui, general manager of Shanghai Second Pharmaceutical Co Ltd, negotiated a US$1 million order at the CPhI Worldwide event in Frankfurt, Germany. However, she could have had a bigger order but for limited production capacity. In addition, six results of its R&D couldn’t be put into production in time due to its limited production capacity.
Jin’s problem was solved during the trial implementation of the enterprise appeal coordinating mechanism. In February, Jin submitted an appeal to the district’s industry promotion office to apply to change the land use and construct a new factory.
After an investigation by multiple departments, the office of the leading group of the district’s production promotion reviewed the application and approved the new project conformed to the regional industry orientation and also met the criteria of industry access.
Construction should start at the beginning of next year. After completion, annual output value could reach 320 million yuan. Jin said changes had taken place in the way government departments operated and the enterprise was undoubtedly a major beneficiary.
