District acts as bridge to find workers
LAST year, human resources manager Yang Kaifen at Shanghai WPG Co Ltd was tasked with recruiting 20 first-line technicians in a month. WPG needed candidates with professional techniques and knowledge. He was able to sign 15 students from Baoji Technical College through Jiading’s human resource department.
Jiading has acted as a bridge for enterprises in the district with seven provinces and nine cities since 2009. So far 180 enterprises in the district have cooperated with 80 vocational and technical schools outside Shanghai and introduced 12,300 graduates.
“Jiading can only send more than 3,000 graduates each year, let alone technical talents,” said a worker with the human resources department, indicating that Jiading needed to step forward to attract workers.
The department conducted surveys to check enterprises’ needs while engaging counterparts in other provinces to select the right schools and regions to recruit from.
A Jiading delegation visits these provinces each year to sign agreements and invite enterprises to inspect the situation in Jiading and negotiate on specifics that include the number to be recruited, the salary and the posts. The department will also revisit the enterprises as a follow-up.
On May 10, the delegation headed for Yibin, a city in Sichuan Province. A total of 21 enterprises were on the trip, including Delphi Automotive and Continental AG.
Shanghai Tianyong Smart Equipment Co Ltd went on such a recruitment trip for the first time and had a surprisingly good outcome, with 15 technicians, 10 mechanics and 30 bench workers signed from graduates. Its vice president Wang Hua said he wasn’t expecting much at the start.
“We tried similar procedures to no avail. But this trip was more than satisfying as the students seem to be trained on our needs,” he said.
The trip also tied Gaoxian Vocational School with Shenghuabo Group and 11 other Shanghai-based enterprises. Annual household incomes in the poverty-stricken area, are around 3,000-4,000 yuan (US$441-588).
The agreement reached between the two parties will help improve the situation in many families.
