Documents for baby if father is a foreigner ...

BIRTH cards: The mother needs to set up a birth card at her neighborhood committee and a birth card at the hospital where she is going to give birth with her marriage certificate, book of registered permanent residence, identity card and social security card.

Birth allowance: If the pregnant mother’s permanent residence is in Shanghai and she is in the social security system, she can receive a birth allowance.

Unemployed mothers can only receive allowances according to Shanghai’s average salary.

If the mother-to-be has a high social security payment, she will receive a higher birth allowance.

After the child is born, the mother can apply for the allowance at her neighborhood committee with her hospital delivery certificate.

Birth certificate: After delivery, the mother will fill in a form. If the baby is to adopt foreign nationality, she can fill in a foreign name.

Before leaving hospital, the mother should double check the name on the birth certificate for any mistakes. The right section of the certificate is for Chinese permanent residency, so that section will be torn off if choosing foreign nationality, since that baby cannot be registered as a permanent Chinese resident.

Vaccine certificate: The baby will receive two injections while still in hospital, which will keep a record on a certificate. Later, if the baby needs other vaccinations, the parent will take the certificate to the community health center near the baby’s residence. Even if the baby is a foreign national, the baby can receive free vaccination.

Passport: French and Italian regulations state that applications for nationality should be made within three months of the birth.

The parents’ passports, marriage certificate, four 4-inch photographs of the baby and the birth certificate should be first brought to Shanghai Notary at 660 Fengyang Road for notarization and translation.

With the notarization documents, parents should go to the Shanghai Foreign Affairs Office at 1418 Nanjing Road W. for affirmation.

Finally, with the affirmed document and the original birth certificate, the parents can go to the embassy of father’s country to apply for a foreign passport.

The passport requires more than two months to process.

Parents applying for a foreign baby’s residence permit and the paperwork to travel abroad for the first time should go to Shanghai Exit-Entry Administration Bureau at 1500 Minsheng Road in Pudong New Area.
