Government invests in improving people's lives

THE Jiading government is to invest 24.45 billion yuan (US$3.96 billion) on improving the lives of the local people this year. The first batch of 268 projects has been settled that include basic urban facilities and low-income housing.
"Compared with 250 projects last year, this year we will invest more projects with more money. And more investment, of course, means better social resources for citizens", said an unnamed official from the government.
Of this year's projects, 133 are basic facilities construction with an investment of 14.81 billion yuan, such as roads and bridge constructions, water facilities and landscapes; 122 involve education, health, culture, sports and other public services, with an investment of 3.15 billion yuan; the remaining projects involve low-income houses and rural area development, with an investment of 6.5 billion yuan.
Key projects include the construction of the north expansion of the Jiamin elevated road and five district-connecting roads including Jiasheng Road E, support facilities for large residential communities, renovation of Tongchuan Road (from Dingbian Road to Wanzhen Road), a water supply project from Chenhang Reservoir to Jiading, and a Laolianqi River renovation project.
Jiading New Town
Jiading New Town will construct two underground public parking squares with a total area of 64,000 square meters. One of the squares on Baiyin Road is designed for 1,400 cars.
Ecological and environmental protection projects will take an investment of 1.77 billion yuan, including 113.8 hectares of public green areas along the S20 Highway; similar green corridors will be constructed along the S5 Highway.
Various projects concerning people's livelihood include education, retirement, medical treatment and leisure activities.
For example, the new Jiading Sports Center already had its roof capped, and the entire construction is expected to be completed in next June. Jiading No. 1 Charity House and the kindergarten of China Welfare Institute will also start construction later this year.
Construction projects taking shape
There are several highlights in this year's construction projects in the core area of Jiading New Town, according to the Jiading New Town Development Company.
At the west of the core area, the Jiading District Library will open to the public in the middle of this year and the neighboring Poly Theater will be completed. The Shuangding Road Kindergarten will be put into use in August.
Many projects will start construction this year, according to the company, including the New Town Mansion, China Welfare Institute Kindergarten, Defu Road Middle School and Shuangdan Road Community Center.
On Dongyun Street, some of the commercial blocks will open to visitors this year. After that is the Xiyun Building, which already has its roof capped and Xinhui Commercial Square scheduled to kick off construction this year. Several high-end hotels, including the Yuanxiang Lake Hotel, Hyatt Palace and Meridien Hotel, will also start construction in the year.
A road network will connect all directions of the New Town area. Yining Road will be extended toward the east, crossing Huyi Road, the Hengli River, S5 Highway, S5 side road and eventually getting to the Urban Industrial Park. In the south-north direction, Xincheng Road will cross the G1501 Highway, connecting the New Town and old Jiading Town.
Various facilities will also be established in the new town, such as parking and public transport information systems for the convenience of drivers and passengers.
In Nanxiang Town, three commercial projects - Shanghai Xinming International Children's World, Anju Square and Hongtai Square - started construction last month. The Xinming International Children's World will be completed by the end of 2014.
