Guarantee of medical help to special groups

RESIDENTS who want to join or renew next year's medical insurance program can turn to their community affairs service centers from today to December 20.

Jiading District has set up a sound disease prevention system and given subsidies to special groups in recent years.

Residents have paid more attention to mental health following the 18th World Mental Health Day on October 10. A survey of 2,000 residents in Jiading District earlier this year showed 14.8 percent of them have some mental health problems. The good news is that 46 percent of interviewees sought treatment through different ways.

"More and more people came for psychological consultation and many of them suffer depression caused by heavy pressure from work," said doctor Lu Xuejuan of the district's Mental Health Center. Currently there are five professional psychological consultation doctors in the center.

Apart from this, all the district's community health service centers offer a half-day outpatient service for mental patients once a week. Social workers and "A Cai Workshop," which caters specially for people with mental health problems, are also helpful in psychological counseling.

The incidence of high blood pressure and diabetes has risen recently. There are about 90,000 high blood pressure patients and 22,000 diabetes patients in the district. These patients under management are 38.98 percent and 30 percent respectively, above the city's average rate of 25 percent and 12 percent.

Shanghai has recruited 62 management personnel to help community doctors to control the chronic disease. Retiree Fang Dexin is one of the two personnel in Jiading. Fang has attended more than 10 training sessions and is now managing 600 high blood pressure patients with his partner.

The district has also adopted a self-management program among diabetes patients since 2007. The blood glucose level of resident Zhang Fuxiang has dropped after he took part in the program.

Jiading has lowered requirements for social welfare applications and raised maximum standard of subsidy for serious diseases. Disabled people can apply for help after having paid a 3,000-yuan medical fee themselves and enjoy a 15-20 percent subsidy of their medical expense. The maximum subsidy is 10,000 yuan.

A total of 171 disabled people had shared subsidies of 434,800 yuan by the end of September this year.

Disabled person Zhao Hui received 20,000 yuan from two different medical subsidies for surgery done in August this year.

"That sum of money relieved my financial burden and helped my family a lot," Zhao said.
