A man in Jiading District was jailed for four years for endangering public security by trafficking highway passes. A court heard he had sold cards to truck drivers for 20 yuan (US$3.3), earning more than 20,000 yuan. In 2009, he had been convicted of helping trucks from other parts of China escape traffic tolls by using fake plates.
