How can foreigners apply for a Chinese Green Card?
INCREASING numbers of foreigners want to work and live in China. Some get married here and raise families in their "second hometown." Applications for the permanent residence permit in China can save them a lot of headaches. But how does one apply for a residence permit in China? At present, applicants mostly include married couples, persons who show significant contributions to China or achievement in science and arts, investors and those employed long term in China. The requirements and application procedures are different for each.
Spouses of Chinese citizens or of aliens who hold permanent residence in China, whose marriages has lasted for five years or more and who have lived in China for five consecutive years with annual stays of no less than nine months can apply for permanent residents. The applicants must show a stable and secure living status and place to live.
At the time of application, foreigners are required to provide valid foreign passports or identification, certificates of health, proof of household registration of their Chinese spouses or the Certificate of Permanent Residence of aliens of their spouses of foreign nationality, marriage certificates, proof of secured living status and certificate of a house leasing or property ownership. All documents must be notarized.
Foreigners who have made major and outstanding contributions to China can also apply for permanent residence in China. These persons include those with superior talents, foreign experts, and celebrities, winners of notable science awards, world-famous scholars, entrepreneurs, athletes and people of literary or artistic achievement.
At the time of application, persons must submit letters of reference and related proof issued by an authorized arm of the Chinese government. The letters of recommendation must be issued by the affiliated departments of the State Council. Other related proof includes the official certificate of their residence in China, awards and the applicant's influential scientific research papers. Overseas Chinese talented in science and technology can be confirmed and recommended by the State Bureau of Foreign Experts Affairs, which can offer a letter of recommendation, identity certificate and residence permit certificate for foreign experts.
Foreigners having made direct investment in China for three years in a row and who have sound taxation records can apply for permanent residence in China.
They must show certificates of approval from foreign funded enterprises, certificates of registration, proof of combined annual inspection in the past three years, reports of asset valuation, and proof of personal tax payment for the last three years.
Foreigners who serve as deputy general managers or deputy directors of plants or higher level posts, or those holding associate professorships or associate research fellowships or similar posts can also apply for permanent residence in China.
They must show that their enterprises or institutions are executing major engineering projects or major scientific projects of the State. Acceptable enterprises or institutions include key higher institutions, high-tech enterprises, foreign-invested enterprises encouraged by the government, foreign invested advanced technology enterprises or foreign invested export-oriented enterprises.
The applicants should provide proof of their posts or titles issued by the units where they work, certificates of foreign experts or certificates of employment of aliens, registration certificate, annual inspection proof and personal tax payment proof from units where they work, and certificates showing their periods of stay in China were no shorter than three consecutive years and four years of tax records.
