Jiading moves into the fast lane for business
WITH the process of examining and approving enterprises located in Jiading District faster and easier, the first 56 projects are running smoothly following the district government's procedure.
Usually, an enterprise needs to complete paperwork for more than 10 government departments before an industrial project can be examined and approved by the local government.
Among the total, by March 2, 55 projects had signed land-use right transfer contracts, 43 projects had paid land-grant fees and 45 projects had signed labor force allocation agreement. Ten projects had finished applications of construction while 12 had been approved to use the land for construction.
In addition, five projects have passed the sanitation examinations and the local government had also approved the designs and plans of 28 projects. From signing land-use right transfer contracts to getting permission for construction, the legal time limit amounts to 420 workdays.
The district's certificate and license center has promised to reduce this to 228 workdays. For the 56 projects which entered a "green channel" of high efficiency, the time limit has been reduced to 90 workdays.
As long as the paperwork is complete, it could take just 60 days to finish the procedure.
"In this special time of economic downturn, it is even more necessary for us to improve the efficiency of paperwork and help enterprises get on with their business as soon as possible," said officials from the center. "It's also an important part of guaranteeing an increase in revenue."
Currently, staffs at the center have quickened the way they deal with each step of the procedure and are winning praise from the enterprise owners.
Take Shanghai Shikong Precise Equipment Co Ltd for example. It received its approval document within one day from the district's development and reform committee.
"Usually, there are 10 steps needed to complete this document," said officials from the committee. "We are fully loaded and guarantee the enterprise owners that we will finish the paperwork in a day. Meanwhile, we will follow up each project and provide services when necessary."
