Jiading plans more modern public culture services
JIADING District plans to use modern technology to set up an online museum, 24-hour self-service community libraries and e-reading rooms for migrant workers within two years.
On November 22, Jiading authorities signed an agreement with the Shanghai Public Culture Service Office, which indicates that Jiading is trying to set up a new model of public culture service system.
Jiading will invest more than 20 million yuan (US$3.17 million) in the coming two years. District and township-level governments will spend no less than 1 percent of total fiscal expenditure of the previous year on the public culture services annually. Also, the expenditure will be no less than the previous year in order to ensure support for these services.
A new type of sub-culture center will also be adopted. For example, the planning and construction of sub-culture centers in Jiading New Town, Anting, Jiangqiao and Nanxiang towns will be pushed forward along with the Shanghai Standard Community Culture Activity Center and Jiading Industrial Zone Community Culture Activity Center. In newly built large residential areas, several outdoor culture activity plazas will be constructed. Jiading Museum, Han Tianheng Art Gallery and Jiading Poly Theater will also be completed in the next two years.
The books of the district library, performances from the culture activity center and collections in the museum will be digitalized for free download on computers and mobile phones. Also, 24-hour self-service community libraries will appear in Jiading next year.
Jiading officials will set up a mechanism to encourage residents to make suggestions about how public culture institutions are operated. A group of grassroots cultural professionals will collect and report relevant information.
In some townships, subdistricts and communities, resident representatives will join trial operations of public culture institutions. Public reviews will be organized to ensure the participation of all sides in the culture service work.
