New driving rule: zero tolerance toward drunken driving

THE newly revised Provisions on the Application for and Use of Motor Vehicle Driving Licenses came into effect on April 1.

The revision more rigorously prohibits and punishes dangerous traffic violation behaviors which may cause severe accidents. The punishment points scored for offences against the new traffic regulations are also raised.

During the May Day holiday and World Expo, more citizens will go out of their home. In that sense, drivers should conscientiously abide by the new regulations to guarantee people's safety, officials warned.

Starting from April 1, infringements against the three violations of driving while intoxicated, back running, converse and U-turn behaviors along the expressways, and changing vehicle license plates will incur increased penalties from 6 points to 12 points.

This change also shows zero tolerance toward drunken driving. The punishment points scored for offenses against prohibition signs and lines shall be raised from 2 to 3.

Meanwhile, three new types of violations will incur infringements, such as overtaking in the opposite lane and squeezing between stopped or slow moving vehicles, applying for another driving license for a motor vehicle through means such as concealment and trickery, or occupying the emergency lane during traffic jams on the highways or urban expressways.

When raising the scores of severe traffic violations, the new provisions at the same time cancel 12 types of scores recorded for minor traffic violations, so as to make the policy more practical and efficient.
