New system eliminates problems with rented houses
ANXIN Village in Xuhang Town has adopted a private house renting management system to eliminate problems in rural areas.
There are 3,000 people with registered residence in Anxin, but more than 8,000 migrant workers live there. Monthly rents can be as low as 150-200 yuan (US$33) per room.
Increasing problems
The booming residential population makes it hard to manage sanitation, family planning, unregistered businesses and illegal workshops, said officials.
To solve that, the private house renting management system was launched early last year.
Under the new management rules, all rented private houses are ranked in a three-tier system. The best will get awards while those that fail could lose village-level welfare. The evaluation, made by a panel of more than 100 people, covers information collection, sanitation and security.
The system had proved to be effective in managing the 5,764 rented houses in the village.
Successful intervention
In February, a villager surnamed Gao sought help from village authorities to get rid of an illegal Internet bar in his rented house. With the authority’s intervention, another two Internet bars promised to stop operation as well. So far, eight illegal Internet bars have been closed in the village.
Last year, Anxin spent more than 400,000 yuan on the private house renting management system.
“Though the effect of the system is obvious, there is still room for improvement and we plan to improve the evaluation system, increase the number of bonus items and raise award standards,” said village head Chen Gang.
“In the meantime, we will punish those violators, including those setting up illegal buildings, or renting to illegal Internet bars or underground processing vendors,” he added.
