Persuasion proves to be the key to getting rid of illegal buildings
AN illegal building erected by Shanghai Kuixing Electronics Technology Co Ltd was dismantled on April 3, just three days after the company had started its construction. Administrators in Pengzhao Village in Jiading New Town found out about the building on April 1. They visited the company four times and finally persuaded them to dismantle it.
Last year, the efforts of the Pengzhao village authority led to the dismantling of 11 illegal buildings belonging to six enterprises and five village households. More than 80 percent of them were taken down by the people involved.
The key to dismantling illegal buildings lies in persuasion. The village authority doesn’t have law enforcement powers and it can take months to register a case and issue official notices. Once an illegal building has been completed, it’s hard to avoid confrontation.
One of the methods the village authority uses is to warn the owner of the company that such illegality might damage their reputation.
For example, when the owner of Shanghai Jinggeng Metalware Co Ltd planned to build an illegal workshop for rent, the village officials told him that would damage the image of his company and that insurance companies wouldn’t pay up if there were any accidents in an illegal workshop.
This method worked and the owner eventually cancelled the plans.
The other method is to reward those who comply. Each family can get an award of 500 yuan (US$83) a year if they are not involved in illegal construction. The village authority divides the villagers, migrant workers and enterprises into nine groups in a grid management system to prevent illegal construction. Villagers are on patrol daily to identify illegal construction as soon as it starts.
